When innocent lives are lost those who are in charge of the matter are responsible for taking evasive action. For example, Woodrow Wilson holds news, “American ships sunk.” He then revises the date for declaring war making it April 2 instead of April 16. This shows that Wilson wants to action upon those who threaten the U.S. so unnecessary deaths may be avoided. Likewise the author exposes that Germany is a threat and should be handled with swiftness.
In times of a crisis, the government will persuade the people into “defending their country” by using propaganda. For example, the words in bold say, “I dare you to come out!” This shows that government persuades men to enlist by questioning their courage, which reaches out to ego and they eventually enlist. Also, the author makes it clear that the Kaiser opposes everything American. This shows that the government is not only questioning courage, but patriotism as well, making it seem as those who don’t enlist in the army have no love for their country. Ironically the author exposes the American Public rather than the government by question American’s loyalty to America.
The government forces men to either work or serve in the military due to its need or greed. For example, Uncle Sam holds a shovel in one hand and a rifle in the other, with tags labeled, “Work or fight.” This shows that the government tries to persuade young men to support their country. Thus the author exposes how the government gives people the illusion of a choice, but really narrows down to one option.
The government is suspicious of those who swear allegiance to the country and impose hardships on them to test their allegiance. For example, Uncle Sam and Lady Liberty force a German immigrant to donate to the government. This shows that the government is suspicious of certain people in times of a crisis and takes away freedoms for the greater good of the country. Also, the headline of the cartoon says, “A German American is forced to buy bonds.” By being forced to buy bonds, the German American is supporting American military under government supervision. Therefore the author exposes how the U.S. Government does not always guarantee the equal protection of under the laws.
When a government uses propaganda to persuade military action, it is also used to point blame at a political leader. For example, Uncle Sam is shown lassoing the Kaiser’s neck and tying him to a tree. This shows that America and the allies hold a grudge against Germany because they sought to consume the world. Also, the cartoon is titled, “Hanging the Kaiser – a favorite sport.” This shows how common it was for people to desire nothing more than to kill him. Likewise, the author exposes how redundant it is for people to have a gruesome interest.

When a country doesn’t take early action on those who seek to control the world, the dominating force usually intimidates those hesitating country. For example, the Kaiser is sinks an American ship and innocent lives are lost. This shows that Germany intimidates America into not intervening with the war. Also, the cartoon is titled, “Out of the depths.” This shows that it was unseen that Germany would be a catalyst which would leave America with a decision to declare war or not. Thus the author makes it clear it is a mistake for America to back down from a hostile threat.
When there is an attempt to unite the world for the greater good, there is always someone who will oppose the unity. For example, a dove is sitting near a bed with a sign, “League of Nations.” This shows that the League of Nations is an opportunity for various countries to join in order to achieve peace around the world. Also, on the bed is a U.S. senator who says, “See that horrible vulture! Take it away! Take it away!” This shows that a number of people in the U.S. believed the League of Nations was a mistake waiting to happen and strongly opposed it. Therefore, the author displays an ironic message stating Americans do not want peace.
When a country claims to want peace with their enemy, it is usually. For example, the Kaiser dresses a snake in a costume that represents peace. This shows that Kaiser will go as far to lie about peace with the allies in order for Germany to conquer the allied nations. Also, when the Kaiser says, “No matter how I fix it up der tail alvays sticks oudt.” This shows that the allies can see the Kaiser is obviously lying. Likewise the author depicts him as stupid and desperate to win war.
When terrorists threaten to bring choas to America thier plans will backfire. For example, a man labeled as anarchy throws a bomb at the American Flag, and the bomb returns to him. This shows that America will not succumb to choas if war is declared against the Triple Alliance. Also, anarchy is one of the three ghost of wars. This shows that America is a strong enough to not suffer that consequence of war. Thus, the author is trying to dispell America's concerns for going to war.

Politicians can change the direction of an issue at their will, but it can also be a necessary cause that benefits the public. For example, Woodrow Wilson didn’t want to intervene with the allies and alliance war because he feared of having many vain American casualties. This shows that Wilson’s top concerns deal with the American People’s involvement in war instead of suiting his needs. Also, war and intervention are depicted as shore rocks. This shows that intervening with Germany can lead to many years of war, and Wilson feared America couldn’t steer out of war once they engaged in it.
